Mottram Moor – road scheme delay

In yesterday’s (Thursday 18 July) Transport Questions I asked about the Manchester to Sheffield road link. The Secretary of State for Transport informed me: “In relation to the hon. Lady’s area, we have announced a £170 million package of improvements to the existing road link, including projects such as the Mottram moor link, to reduce congestion and improve safety.

Yet just 3 hours later, Highways England issued a letter which states that the Mottram Moor scheme has been rescheduled to start in the winter of 2021/22.

Dear Secretary of State

In yesterday’s Transport Questions I asked about the Manchester to Sheffield road link and you informed me:

“in relation to the hon. Lady’s area, we have announced a £170 million package of improvements to the existing road link, including projects such as the Mottram moor link, to reduce congestion and improve safety and journey times. Construction on that will start next year.”

I was very pleased to receive this confirmation and welcomed it.

Yet just 3 hours later, Highways England issued the attached letter which states that the Mottram Moor scheme has been rescheduled to start in the winter of 2021/22.

The Mottram Moor scheme, as you know, is vitally important to thousands of residents and businesses to relieve some of the worst congestion in the country and improve journey times, as well as commencing the first stage of the vital strategic road link between Manchester and Sheffield, and easing East-West journeys across the north of England.

Both residents and businesses are counting on the improved road link for decisions on their housing, work and businesses.  It is therefore vital for our area that we have the certainty and commitment we were promised about the Mottram scheme.

The final consultation on this was due to start last August but was delayed for air monitoring.  It has now been almost a year since that was put in place last September so the Department has long been aware of the problem.

Please would you let me know as a matter of urgency whether your statement to me yesterday that the work will commence next year is correct, or whether the statement from Highways England that the work will be delayed for a further 18 months.

If the Highways England statement is correct, I would be grateful for a full explanation as to why any further delay is necessary, and why you informed me incorrectly at yesterday’s Transport Questions.
